On April 10, 2026, the 250th anniversary of the shot heard around the world, the opening volley of the American Revolution, I stood inside the National Medal of Honor Museum in Arlington, Texas, surrounded by the names of every American who had ever received the nation’s highest military honor.

The room held General Dan Caine, the 22nd Chairman of the Joint Chiefs of Staff and the nation’s highest-ranking military officer. It held Gordon R. England, who served as both the 72nd and 73rd Secretary of the Navy and as Deputy Secretary of Defense. It held Lieutenant Governor Dan Patrick of Texas. It held Captain Florent “Flo” Groberg, U.S. Army (Ret.), who received the Medal of Honor from President Obama for throwing himself in front of a suicide bomber in Afghanistan to save the lives of his comrades, at enormous cost to himself. It held senior intelligence and national security officials whose work happens far from public view. And it held me, Chris Grollnek, a retired police detective, former Marine, active shooter survivor, and the founder of the Active Shooter Prevention Project, LLC, personally invited as a guest to a national security symposium marking 250 years of American freedom.

The next day, April 11, the America 1776-2026 Military Air and Space Symposium continued at Ross Perot Jr.’s Alliance Airport terminal in Fort Worth, where I stood with Vice Admiral Robert “Bob” Harward, U.S. Navy (Ret.) former Deputy Commander of U.S. Central Command, Navy SEAL, and one of the most prominent national security voices in America today. And with the Senior Legal Advisor to the U.S. Department of Justice, Army Staff Judge Advocate, exchanging cards and having conversations about the work that still needs to be done.

I am telling you this not to impress you; I am telling you this because #NEVERHERE™ is not a tagline. It is not a marketing campaign. It is a destination, and these are the rooms where the people who shape America’s safety come together. The PRO Model™ is already in those rooms. It was selected by the U.S. Department of Justice in 2022. It was selected again in 2026, the only organization ever chosen twice. It has been utilized across many U.S. Department of Defense installations and delivered to all 115,000 U.S. Department of Justice personnel as “A” national standard for active shooter prevention training.

The mission is not finished. It never will be while there is a single school, a single workplace, a single community that has not yet built the prevention infrastructure that makes #NEVERHERE™ possible. But the movement is real, the standard exists, and the destination is closer than it has ever been.

The Only “A” National Standard Selected Twice

There is no single national standard for active shooter prevention in the United States. What exists is a patchwork of programs, frameworks, and vendor offerings of wildly varying quality, most of them response-focused, unvalidated at the federal level, and built around what is easy to sell rather than what is proven to prevent.

The PRO Model™ is different. It is “A” National Standard selected by the U.S. Department of Justice to train their personnel, adopted by several U.S. Department of Defense installations globally, and delivered to all 115,000 DOJ personnel as the active shooter prevention training standard. It was selected in 2022. It was selected again in 2026. Active Shooter Prevention Project, LLC is the only organization ever chosen twice. That distinction is not a marketing claim; it is a documented government record.

The PRO Model™ does not compete with federal frameworks; it is the federal standard delivered at the community and organization level. Prevention. Response. Options. In that order, because the goal is always to make the Response and Options layers unnecessary, the goal is always #NEVERHERE™.

Three times that goal has been achieved: a manufacturing facility, a corporate environment, and a service company. Three real threats with three prevention outcomes. Three times, everyone went home because the infrastructure was already in place. Those are not case studies, they are the proof of concept for a national movement.

On the 250th anniversary of the shot heard around the world, General Dan Caine the 22nd Chairman of the Joint Chiefs of Staff, the nation’s highest-ranking military officer, principal military advisor to the President, Secretary of Defense, and National Security Council delivered remarks to a select gathering of senior government officials, military leaders, intelligence professionals, and national security influencers personally invited to the Celebrate America 250th Anniversary national security symposium at the National Medal of Honor Museum.

General Caine spoke to the complexity of the threats facing America and to the urgent need for solutions that match that complexity. Not reactive frameworks or one-dimensional responses. Solutions that address the full spectrum of risk, that build prevention infrastructure alongside response capability, and that meet communities where they are with tools that actually work.

That is the PRO Model™, and the Destination is #NEVERHERE™.

Captain Florent “Flo” Groberg, Medal of Honor recipient, was in that room. Gordon R. England, the only person in modern history to serve as Secretary of the Navy twice, and later as Deputy Secretary of Defense, was in that room. Lieutenant Governor Dan Patrick of Texas was in that room. Senior intelligence and national security officials whose names are associated with their work, not with this page, were in that room.

The next day at the Military Air and Space Symposium in Fort Worth, Vice Admiral Robert “Bob” Harward, former Deputy Commander of U.S. Central Command, decorated Navy SEAL, veteran of combat operations in Afghanistan and Iraq, National Security Council veteran under President George W. Bush, was in that room. David Green, Senior Legal Advisor to the U.S. Department of Justice, was in that room.

I was in both rooms, not as a vendor, not as a speaker, as a peer, and a recognized authority in active shooter prevention whose work has been selected by the U.S. Department of Justice as a national training standard.

That is what #NEVERHERE™ looks like when it scales. When the prevention mission is not just in schools, workplaces, and communities, but also in the highest levels of American military, intelligence, and government leadership. When the people who decide what America’s safety looks like know who Chris Grollnek is, what the PRO Model™ does, and where the standard came from.

Not Just a Business Model – A Human Model

There are organizations in this space that sell training events. There are vendors that sell technology. There are consultants who sell assessments, and most of them measure success in contracts signed and days billed, which is not what this is.

Active Shooter Prevention Project, LLC gives away half of what it does. Not because it is required to or because it is a nonprofit, but because the mission is #NEVERHERE™, and if the only organizations that build prevention infrastructure are the ones that can afford a full engagement, then the mission fails. I have been doing this work since 2010. Since the morning I walked out of a real active shooter event in McKinney, Texas, and understood immediately that what I had just survived should never have been survivable, it should have been prevented. Every post in this campaign, every framework, every documented save, and every room I have ever been invited into at the highest levels of American national security have all been aimed at the same destination.
