#NEVERHERE™
A National Movement

The destination where active shooter violence is prevented before it starts. The standard that the U.S. Department of Justice selected twice. The mission that began with a survivor and became the only government-validated national standard for prevention.

On April 10, 2026, the 250th anniversary of the shot heard around the world, the opening volley of the American Revolution, I stood inside the National Medal of Honor Museum in Arlington, Texas, surrounded by the names of every American who had ever received the nation’s highest military honor.

The room held General Dan Caine, the 22nd Chairman of the Joint Chiefs of Staff and the nation’s highest-ranking military officer. It held Gordon R. England, who served as both the 72nd and 73rd Secretary of the Navy and as Deputy Secretary of Defense. It held Lieutenant Governor Dan Patrick of Texas. It held Captain Florent “Flo” Groberg, U.S. Army (Ret.), who received the Medal of Honor from President Obama for throwing himself in front of a suicide bomber in Afghanistan to save the lives of his comrades, at enormous cost to himself. It held senior intelligence and national security officials whose work happens far from public view. And it held me, Chris Grollnek, a retired police detective, former Marine, active shooter survivor, and the founder of the Active Shooter Prevention Project, LLC, personally invited as a guest to a national security symposium marking 250 years of American freedom.

The next day, April 11, the America 1776-2026 Military Air and Space Symposium continued at Ross Perot Jr.’s Alliance Airport terminal in Fort Worth, where I stood with Vice Admiral Robert “Bob” Harward, U.S. Navy (Ret.) former Deputy Commander of U.S. Central Command, Navy SEAL, and one of the most prominent national security voices in America today. And with the Senior Legal Advisor to the U.S. Department of Justice, Army Staff Judge Advocate, exchanging cards and having conversations about the work that still needs to be done.

I am telling you this not to impress you; I am telling you this because #NEVERHERE™ is not a tagline. It is not a marketing campaign. It is a destination, and these are the rooms where the people who shape America’s safety come together. The PRO Model™ is already in those rooms. It was selected by the U.S. Department of Justice in 2022. It was selected again in 2026, the only organization ever chosen twice. It has been utilized across many U.S. Department of Defense installations and delivered to all 115,000 U.S. Department of Justice personnel as “A” national standard for active shooter prevention training.

The mission is not finished. It never will be while there is a single school, a single workplace, a single community that has not yet built the prevention infrastructure that makes #NEVERHERE™ possible. But the movement is real, the standard exists, and the destination is closer than it has ever been.

“#NEVERHERE™ is not a slogan. It is a destination. A measurable outcome. A national movement that began with a survivor, became a standard, and is now in the rooms where America’s safety is decided.”

The Only “A” National Standard Selected Twice

There is no single national standard for active shooter prevention in the United States. What exists is a patchwork of programs, frameworks, and vendor offerings of wildly varying quality, most of them response-focused, unvalidated at the federal level, and built around what is easy to sell rather than what is proven to prevent.

The PRO Model™ is different. It is “A” National Standard selected by the U.S. Department of Justice to train their personnel, adopted by several U.S. Department of Defense installations globally, and delivered to all 115,000 DOJ personnel as the active shooter prevention training standard. It was selected in 2022. It was selected again in 2026. Active Shooter Prevention Project, LLC is the only organization ever chosen twice. That distinction is not a marketing claim; it is a documented government record.

The PRO Model™ does not compete with federal frameworks; it is the federal standard delivered at the community and organization level. Prevention. Response. Options. In that order, because the goal is always to make the Response and Options layers unnecessary, the goal is always #NEVERHERE™.

Three times that goal has been achieved: a manufacturing facility, a corporate environment, and a service company. Three real threats with three prevention outcomes. Three times, everyone went home because the infrastructure was already in place. Those are not case studies, they are the proof of concept for a national movement.

THE GOVERNMENT RECORD

DOJ – Selected 2022

First selection – PRO Model™ chosen as active shooter prevention training standard for the U.S. Department of Justice · Delivered to all 115,000 personnel

DOJ – Selected 2026

Second selection – only organization ever chosen twice · The standard that holds when the standard is tested again

DOD – Adopted

PRO Model™ adopted by the U.S. Department of Defense · The only active shooter prevention framework with both DOJ and DOD validation

3 Documented Saves

Real threats · Real people who went home · Prevention intercepted the threat before response was ever needed · #NEVERHERE™ in practice

The Rooms Where #NEVERHERE™ Gets Built

On the 250th anniversary of the shot heard around the world, General Dan Caine the 22nd Chairman of the Joint Chiefs of Staff, the nation’s highest-ranking military officer, principal military advisor to the President, Secretary of Defense, and National Security Council delivered remarks to a select gathering of senior government officials, military leaders, intelligence professionals, and national security influencers personally invited to the Celebrate America 250th Anniversary national security symposium at the National Medal of Honor Museum.

General Caine spoke to the complexity of the threats facing America and to the urgent need for solutions that match that complexity. Not reactive frameworks or one-dimensional responses. Solutions that address the full spectrum of risk, that build prevention infrastructure alongside response capability, and that meet communities where they are with tools that actually work.

That is the PRO Model™, and the Destination is #NEVERHERE™.

Captain Florent “Flo” Groberg, Medal of Honor recipient, was in that room. Gordon R. England, the only person in modern history to serve as Secretary of the Navy twice, and later as Deputy Secretary of Defense, was in that room. Lieutenant Governor Dan Patrick of Texas was in that room. Senior intelligence and national security officials whose names are associated with their work, not with this page, were in that room.

The next day at the Military Air and Space Symposium in Fort Worth, Vice Admiral Robert “Bob” Harward, former Deputy Commander of U.S. Central Command, decorated Navy SEAL, veteran of combat operations in Afghanistan and Iraq, National Security Council veteran under President George W. Bush, was in that room. David Green, Senior Legal Advisor to the U.S. Department of Justice, was in that room.

I was in both rooms, not as a vendor, not as a speaker, as a peer, and a recognized authority in active shooter prevention whose work has been selected by the U.S. Department of Justice as a national training standard.

That is what #NEVERHERE™ looks like when it scales. When the prevention mission is not just in schools, workplaces, and communities, but also in the highest levels of American military, intelligence, and government leadership. When the people who decide what America’s safety looks like know who Chris Grollnek is, what the PRO Model™ does, and where the standard came from.

Not Just a Business Model – A Human Model

There are organizations in this space that sell training events. There are vendors that sell technology. There are consultants who sell assessments, and most of them measure success in contracts signed and days billed, which is not what this is.

Active Shooter Prevention Project, LLC gives away half of what it does. Not because it is required to or because it is a nonprofit, but because the mission is #NEVERHERE™, and if the only organizations that build prevention infrastructure are the ones that can afford a full engagement, then the mission fails. Schools with constrained budgets deserve the PRO Model™. Communities without corporate safety departments deserve it. Organizations whose leaders have never heard of behavioral threat assessment deserve it.

The human model says: get the standard into as many hands as possible. Get the prevention infrastructure built in as many communities as possible. Measure success not in revenue but in the events that never happen, the calls that are never made, the families that never receive the news that no family should ever receive.

I have been doing this work since 2010. Since the morning I walked out of a real active shooter event in McKinney, Texas, and understood immediately that what I had just survived should never have been survivable, it should have been prevented. Every post in this campaign, every framework, every documented save, and every room I have ever been invited into at the highest levels of American national security have all been aimed at the same destination.

#NEVERHERE™, not as a trademark, as a world.

Twelve Posts. One Destination.

This is Post 12 of 12. The Road to #NEVERHERE™ campaign has reached every audience the prevention mission serves, including corporate America, healthcare, families, schools, law enforcement, and the technology that extends the reach of prevention infrastructure. Every post has been built around the same truth: prevention always beats response. Every post has pointed to the same destination: #NEVERHERE™.

Post #1 established that prevention always beats response. Post #4 proved it with three documented saves. Post #7 showed that healthcare cannot afford to be reactive. Post #8 showed HR directors and compliance officers that the mandates are already here. Post #9 told families what they deserve, not drills that traumatize children, but infrastructure that protects them. Post #10 told law enforcement that the greatest success is the call that never comes in. Post #11 showed every organization that the technology exists, but only works inside a genuine prevention program. And Post #12 closes the campaign at the place where it all leads.

#NEVERHERE™

The destination is real, the standard exists, and the government validated it twice. The mission continues every day that any school, any workplace, any community in America has not yet built the prevention infrastructure that makes active shooter violence preventable rather than survivable.

If that is your organization, contact us. The conversation is free. The assessment tells you where you stand. The PRO Model™ builds from there, and the goal, always, is the same: #NEVERHERE™.

Frequently Asked Questions #NEVERHERE™ and the PRO Model™ National Standard

What is #NEVERHERE™ and what does it mean?

#NEVERHERE™ is a trademark of Active Shooter Prevention Project, LLC. It is a destination, not a slogan. A measurable outcome: active shooter violence is prevented before it starts through behavioral threat assessment, an anonymous reporting culture, physical security infrastructure, and smart technology deployed within a genuine prevention program. #NEVERHERE™ is what it looks like when the PRO Model™ prevention infrastructure is fully built and functioning when the threat assessment team catches the warning sign, when the anonymous report reaches the right people, and when the intervention happens before anyone is harmed. The PRO Model™ has documented exactly that outcome three times, proving the destination is real. Learn more at aspppro.com/destination-never-here.

What is the PRO Model™ and why is it “A” National Standard?

The PRO Model™ Prevention. Response. Options. is “A” National Standard for active shooter prevention because it has been selected and adopted by the U.S. Department of Justice and the U.S. Department of Defense, the highest level of government validation available in this field. There is no single national standard for active shooter prevention in the United States. The PRO Model™ is the only framework selected by the DOJ, delivered to all 115,000 DOJ personnel, and adopted by the DOD. Active Shooter Prevention Project, LLC is the only organization selected by the DOJ twice in 2022 and again in 2026. That record makes the PRO Model™ the de facto national standard not by claim, but by government selection.

Who is Chris Grollnek, and why is he the nation’s leading active shooter prevention expert?

Chris Grollnek, M.S., is a former U.S. Marine, retired police detective, and real-time active shooter survivor who built one of the most credentialed active shooter prevention programs in existence from his personal experience with the phenomenon. He is Google’s #1 ranked authority on active shooter prevention, the creator of the DOJ and DOD adopted PRO Model™, a former expert witness in Parkland and multiple federal cases, a Senate and Congressional testifier, an advisor to U.S. Presidents, a keynote speaker at the World Police Summit in Dubai, and an advisor to the Center for Strategic and International Studies and the Mackenzie Institute. He is formally recognized as the expert in active shooter prevention for government communications and training. More at aspppro.com and chrisgrollnek.com.

How does the Road to #NEVERHERE™ campaign connect to the national movement?

The Road to #NEVERHERE™ is a 12-post campaign that makes the case for prevention across every audience the mission reaches: corporate America, healthcare, families, schools, law enforcement, and the technology that extends the reach of prevention infrastructure. Each post is a standalone resource for its specific audience and a chapter in the larger argument: that prevention always beats response, that the infrastructure to prevent active shooter violence already exists, that the standard has been validated at the highest government level, and that the destination #NEVERHERE™ is achievable for every organization willing to build toward it. The complete campaign lives at aspppro.com.

What does it mean that ASPP gives much of what it does away?

The mission of Active Shooter Prevention Project, LLC is #NEVERHERE™, not revenue. That mission requires getting the prevention standard into as many organizations as possible, including those without the budget for a full engagement. ASPP operates on both a human and a business model, providing organizations with no other access to professional-grade prevention infrastructure with resources, frameworks, educational content, and community access to the PRO Model™ at no cost. This is the right thing to do as a human enterprise, and it is how a national movement grows. The organizations that benefit from the free tier become advocates. The communities that build a prevention culture become proof of concept. The mission advances every time a school, a workplace, or a community reaches #NEVERHERE™, regardless of how they got there.

How does an organization join the #NEVERHERE™ movement?

Start by contacting Active Shooter Prevention Project, LLC at aspppro.com/contact-us or visiting chrisgrollnek.com. The first conversation is an assessment of where you stand, what prevention infrastructure exists, the gaps, and the most effective path to #NEVERHERE™ for your specific organization. From there, the PRO Model™ is built in layers that are practical, sustainable, and matched to your environment. The movement grows one organization at a time, one school, one workplace, one community, one department. Every organization that reaches #NEVERHERE™ proves it is possible. Every prevention saved is a mission achieved, join the movement.

Before You Choose Anyone

The questions that separate the national standard from everything else.

How do I know if an active shooter prevention program is actually the national standard?

Ask whether the program has been selected and adopted by both the U.S. Department of Justice and the U.S. Department of Defense. Ask whether the organization has been selected by the DOJ more than once. Ask whether the program has been delivered to all 115,000 DOJ personnel as a training standard. Ask whether the creator has been formally recognized as the active shooter prevention expert in government communications. The PRO Model™ by Active Shooter Prevention Project, LLC is the only program that can answer yes to every one of those questions. There is no other organization with that record. The standard exists, and the government validated it; the mission is #NEVERHERE™.

What makes the PRO Model™ different from every other active shooter prevention program?

Three things distinguish the PRO Model™ from every other program in this space. First: government validation at the highest level; DOJ selected twice; DOD adopted; 115,000 personnel trained. Second: documented real-world outcomes of three prevention saves with real timelines, real threats, and real people who went home because prevention was already in place. Third: the human model, the PRO Model™, is built around giving half away because the mission is #NEVERHERE™ for every organization, not just those that can afford a full engagement. No other program offers all three; most offer none. The PRO Model™ is the standard because it was built to be, validated to be, and proven to be.

We have heard of other active shooter prevention programs. How do we compare them to the PRO Model™?

Ask every program the same questions: How many documented prevention saves have you had? Has your infrastructure intercepted a threat before violence occurred? Has your program been selected by the U.S. Department of Justice as a training standard? Has it been adopted by the U.S. Department of Defense? Has your organization been selected more than once? Has your founder been formally recognized as the expert in active shooter prevention for government communications? The answers will tell you everything you need to know. The PRO Model™ has three documented saves, DOJ dual selection, DOD adoption, and a formally recognized founder. The standard is not difficult to identify when you know the questions to ask.

Is the PRO Model™ right for our organization regardless of size or sector?

The PRO Model™ has been delivered across 28 states and 4 countries in schools, healthcare facilities, corporate campuses, law enforcement agencies, houses of worship, government facilities, and communities of every size. The Options component of Prevention. Response. Options. exists precisely because no two organizations are identical. The site-specific assessment evaluates each organization’s actual environment, population, and risk profile and produces a prevention prescription matched to real conditions. The government standard does not mean a one-size-fits-all template. It means the framework that has been validated at the highest level, tailored to where you are. Every organization deserves #NEVERHERE™. The PRO Model™ is how you get there.

What is the first step toward building #NEVERHERE™ in our organization?

The first step is a conversation. Contact Active Shooter Prevention Project, LLC at aspppro.com/contact-us or visit chrisgrollnek.com. The assessment evaluates where you stand, what infrastructure exists, the gaps, and the path to #NEVERHERE™ for your specific organization. It is practical. It is honest. It is built around what is real, not what is easy to sell. And the goal is always the same: prevention before anything happens, infrastructure that makes response unnecessary, and the destination where active shooter violence never starts. #NEVERHERE™.

Where can we learn more about the full Road to #NEVERHERE™ campaign?

The complete 12-post Road to #NEVERHERE™ campaign lives at aspppro.com. Each post is a standalone resource for a specific audience: corporate, healthcare, families, law enforcement, technology, and the national movement, and together they build the complete case for why prevention always beats response, why the PRO Model™ is the standard, and why #NEVERHERE™ is achievable for every organization in America. Start at aspppro.com/prevention-always-beats-response and follow the road. The destination is waiting.
