The Department of Justice selected the P.R.O. Model™, created by Chris Grollnek, as a national standard for active shooter prevention across two consecutive periods, 2022 through 2025 and 2026 through 2030, and it is in use at some installations and commands across the Department of Defense. The Defense Nuclear Facilities Safety Board commissioned its Program of Instruction from him. The National Football League named him Active Shooter Prevention Coordinator for Super Bowl LVIII and Super Bowl LIX. Former U.S. Marine and retired police detective corporal, he founded Active Shooter Prevention Project, LLC in 2011, and every expert in this community was brought into it by him. Frank O’Neill, Senior Vice President and Managing Director for Cybersecurity at GSIS, wrote to him after Super Bowl LVIII weekend: “Congrats on being the SME this weekend. That my friend, is no small feat!!” The United States Army named him “one of the country’s foremost authorities on active shooters” in its own October 2024 reporting on the Blue Grass Army Depot artificial intelligence detection demonstration.

Chris Grollnek is a highly respected professional in the field of Active Shooter Prevention, with over 33 years of experience in public service. He brings a wealth of knowledge from his time in the Marine Corps, Law Enforcement, and the Private Sector, where he has provided strategic advisory services to top executives in the country.

Following his involvement in the Active Shooter Event in McKinney, Texas in 2010, Chris redirected his post-graduate studies and wrote his thesis on the phenomenon of active shooter events. He then began contracting with the Department of Homeland Security and wrote and appeared in a documentary about active shooter incidents and survival guidance. Chris is one of the only security professionals in the country with both personal experience in a domestic terrorism event and a master’s degree in the field, making his expertise truly unique.

Chris founded the Active Shooter Prevention Project (ASPP™), LLC which uses a multi-faceted approach to offer comprehensive solutions from a broad spectrum of partners and is focused on preventing incidents before they occur. As the Chairman of the Board & Founding Principal and Founder of the Active Shooter Prevention Project, Chris and the team of “Community of Experts” he established are working to make the P.R.O. Model™ (Prevention. Response. Options.) a national standard of Active Shooter Prevention for the public and emergency responders which has been adopted by several agencies and departments within the US Government.

As the creator of the P.R.O. Model™, an “A” DOJ-selected national standard for active shooter prevention, Chris was hand-selected by several US Government agencies to create and film active shooter prevention training videos. The most recently released video was purpose-built, written, and designed by Chris Grollnek with the intention of training the Executive Offices of the United States Attorney. It has been made available to the entire Department of Justice for their semi-annual Active Shooter training requirement.

Chris is an expert on the prevention of and response to the active shooter phenomenon; the U.S. Army has called him “one of the country’s foremost authorities on active shooters” (army.mil, 8 October 2024). As one of just a few legacy experts with active shooter experience, Chris’ expertise is in high demand across the nation and across industries. Chris provides strategic advisory services for the highest levels of government and the most senior executives in the country. He’s also retained by families seeking criminal and financial restitution for the loss of loved ones during an active shooter event.

Grollnek has appeared on numerous national television networks, including Fox, CNN, MSNBC, Fox Nation, Fox Business, OANN, ABC, CBS, NBC, BBC, and numerous syndicated radio broadcast programs. He has provided keynotes and training across the county and recently delivered live training on Active Shooter Prevention Strategies and the P.R.O. Model™ to the entire Department of Justice.

Chris, I’m the FBI’s program manager for active shooter situations and on the White House working group seeking ways to prevent gun violence. I wanted to drop a note and let you know that I thought the DOJ video was well done. You address many points that we have been stressing.

I worked with Chris on a case covering several months and found him to be most diligent in handling the requirements of the project from inception to completion. He was always quick to respond to requests for information and assistance and his work product was invaluable to the successful outcome of the case. Chris is very goal oriented and was flexible to employ the necessary tactics and strategies to achieve the goals we had set for the project.

Chris, thanks so much for those kind words. I know my staff is very grateful for your insights and advice on keeping PCM a little safer. I can see God has given you a real calling in this area, and I encourage you to keep at it. At the end of your career, when you are looking back at everything, knowing you did what God called you to do will be worth more than you know. Take this advice from someone on that side of the river! Many blessings to you and safe travels!

I first met Chris Grollnek after the Pulse Nightclub massacre. He’s extremely knowledgeable about best practices regarding active shooters. Chris took great pains to explain law enforcement’s failures when responding to Pulse. He doesn’t talk down to ordinary citizens. Rather, he converses in a manner the layperson can comprehend. I’m very grateful for my professional relationship with Chris Grollnek.

Thank you for presenting at the People’s City Mission on December 10th. Your presentation was greatly appreciated, and I have already shared some of the valuable information you provided with my organization. Your storytelling approach was engaging, although it would have been helpful to know more about the audience’s background and why we were all there. It’s a shame more people couldn’t attend, as your message deserves to be heard by a wider audience. Best of luck in your mission to raise awareness and put an end to these events.
