Cost-Effective Active Shooter Prevention · One Standard For All · aspppro.com
How much does real active shooter prevention cost?
Less than most people think. Prevention works the way fire safety works. No building uses every fire product ever made. It uses the ones that fit its size, its use, and its risk. We built the PRO Model™ the same way. The first conversation is free. So is the first look at where you stand. After that, the plan is built and priced to fit your organization a one-location small business or a federal agency. One standard for all. aspppro.com

Prevention Without The Premium
One Standard For All
By Chris Grollnek · Chairman, Active Shooter Prevention Project™ · aspppro.com
Let me start with a fact that should change how we think. For almost 70 years, no child has died in a school fire in the United States. That is not luck; we made it happen with fire codes, alarms, sprinklers, inspections, drills, and people who knew the plan. Here is the part most people miss. No building uses every fire product ever made. A small office is not set up like a hospital, and a country church is not set up like a stadium. There are hundreds of fire safety tools out there. No rule says one building has to use them all, but each place uses what fits. That is how active shooter prevention should work, too, and that is exactly how we built the PRO Model™.
“Fear is not a plan. The news scares people. Prevention gets them ready. You do not need every tool. You need the right ones, in the right order, sized to your organization.”
~ Chris Grollnek · Chairman, Active Shooter Prevention Project™
Affordable and Complete Are Not Opposites
The active shooter industry is worth about $4.4 billion a year. A lot of that money goes to shiny new objects, where people buy expensive products and hope the problem goes away. We do not work that way. Prevention does not start with a purchase; it starts with an honest look at where you actually stand, and then you add only what truly lowers your risk. That is the right thing to do. It is also the affordable option because nothing gets bought that does not earn its place.
This is why we give away half of what we do. The goal is #NEVERHERE™, a place where this violence is stopped before it starts. That goal fails if only the biggest budgets can afford to get there. A small business with one location deserves the same standard that the federal government trusts for its own people. One standard for all is not a slogan; it’s how we operate.
Start Where It Matters. Scale As You Go.
Every organization is different, so every program is built in layers. You start with the base, add only what your people, your building, and your risk call for. Most groups begin with the first layer or two and grow from there.
Layer 1: The Evaluation
Every program starts here: we look at your site and find the gaps. You learn exactly where you stand before you spend a dollar on anything else. This is the single most cost-effective step any organization can take, and the first conversation about it is free.
Layer 2: Seminar-Style Training
Prevention-first training for any size group. It is built on the PRO Model™ Prevention. Response. Options. No fear. No freezing up. Just a clear plan people can actually use. To reach the entire workforce, we partner with SHIFT HR Compliance Training, a company founded by employment law attorneys. Their online learning system tracks who has finished and gives certificates of completion across an entire organization. It is affordable, and it works at scale. SHIFT HR has adopted the PRO Model™ as the prevention standard inside its workplace-violence-prevention courses.
Layer 3: Soft Walk-Throughs
These are low-stress walk-throughs in your actual space. No theatrics. No drills that scare people. People understand a plan far better when they have walked it in the place they work in every day.
Optional Add-Ons: Stop the Bleed & Basic First Aid
Some organizations want their people ready for the minutes that matter most. We can add nationally recognized Stop the Bleed and basic first aid to any program. It is affordable, practical, and it saves lives.
Technology Layers: Added Only When They Earn Their Place
Once the base is set, you can add one or two technology tools. They come from our Community of Experts. The top priority is indoor drone-as-first-responder. It puts eyes on a scene faster than people on the ground alone. With the right layers, an organization can become as resistant to an active shooter as it already is to fire.
The Community of Experts Behind Every Layer
No single company should pretend to do everything. We coordinate a Community of Experts. It is a network of about 30 companies and specialists with more than 800 combined years of experience. They come from law enforcement, the military, intelligence, behavioral threat assessment, education, and technology. Each one is a leader in their field and plugs into the P.R.O. Model™ only where it truly fits what an organization needs.
The training side includes firms such as Train Be Ready (TBR) Consulting, A-Train Tactical, Acacia 4 Consulting, Kinetic Tactical Training Solutions, and Far Ridge Services, led by retired FBI HRT member and former U.S. Navy SEAL, Special Agent Chuck Savickis. Behavioral threat work is anchored by the Vecchi Group International, led by Dr. Gregory Vecchi, former Chief of the FBI Behavioral Science Unit. Counterterrorism expertise includes retired FBI Special Agent Brig Barker. The technology side includes Scylla for AI detection, Databuoy’s SHOTPOINT® gunshot detection, IMRON for access control, Garrett for screening, Alcatraz AI for facial authentication, and protective-environment partners FutureVu Brands and SafeWood Designs. Investigative and advisory partners include Blackfish Intelligence and Global Security Innovative Strategies. We also have academic research and education support from Sam Houston State University, whose Center for Assessment, Research, and Educational Safety (CARES) is an authorized reseller of the Crisis Response Leader Training (CRLT) module, the scenario-based simulation offering from Crisis Response Leader Training, Inc., within our Community of Experts. Our Senior Leadership Advisory Council includes Major General Dave Glaser, U.S. Army (Retired). Prevention-focused nonprofit partners include ASHER 360 and the National Violence Prevention Hotline.
There is more coming. We have added three new partners with tools that this field has not seen before. They cover advanced indoor mapping, digital twin technology, and visualization that goes all the way to full building information modeling. We will unveil them when they are ready. What matters now is the rule behind them. The right tool, added at the right time, sized to the organization. Never sold as a shiny object.
Why Organizations Trust ASPP™
When the news covers a tragedy, the networks call people they trust to explain what prevention actually means. Here is a recent FOX 5 San Diego interview.
FOX 5 San Diego · Chris Grollnek · Active Shooter Prevention Project™ · #NEVERHERE™
People do not come to us because of marketing. They come because of the track record. I am the nation’s leading active shooter prevention expert and the creator of the PRO Model™. The U.S. Department of Justice selected it as “A” national standard for active shooter prevention training in 2022, and again in 2026 through 2028. We are the only organization selected twice. I co-authored the DOJ Emergency Operations Plan firearms carry policy for all 10,700 Assistant United States Attorneys and federal law enforcement officers. It was filmed by the Justice Television Network and made available to all 115,000 DOJ personnel. The PRO Model™ is also used across many U.S. Department of Defense installations. That same standard, the one the federal government trusts, is what a one-location business gets when it calls us. One standard for all.
