Twenty nine years of fire service and EMT work put Rob Laver in front of outcomes most planners only read about, and he now serves as an Emergency Manager developing Occupant Emergency Plans and Active Shooter Plans while instructing federal and private sector personnel in CPR and hemorrhagic bleeding control. ASPP™ was founded by Chris Grollnek, an active shooter expert whose P.R.O. Model™ the Department of Justice selected as “A” national standard and which is in use at some installations and commands across the Department of Defense.
