There is a moment in almost every conversation Chris Grollnek has with a new client when something shifts.

It happens when he asks a simple question.

“What is your active shooter plan right now?”

The answer is almost always the same. Someone mentions Run. Hide. Fight. Someone points to a laminated card. Someone describes a drill they did two years ago. Someone says they called the police department and asked for training.

Then Chris asks the second question.

“What is your prevention plan?”

Silence.

That silence is the gap between where America is and where America needs to be. And the PRO Model™ is the bridge.

Prevention. Response. Options.™
The only active shooter prevention framework adopted by both the
U.S. Department of Justice and the U.S. Department of Defense.

What the PRO Model™ Actually Is

The PRO Model™ Prevention. Response. Options. was developed by Chris Grollnek, founder of the Active Shooter Prevention Project, LLC, and it is built on a foundational truth that the active shooter prevention industry has been slow to accept.

“You cannot respond your way out of a problem you could have prevented.”

~ Chris Grollnek | Active Shooter Prevention Project, LLC | aspppro.com

Every other framework on the market Run. Hide. Fight., ALICE, AVERT, CRASE  starts at the moment violence arrives. They are response mechanisms. They are necessary. And they are not enough.

The PRO Model™ starts months earlier. It starts with the behavioral warning signs that precede nearly every active shooter event. It starts with the culture of reporting that gives employees permission to say something when they see something. It starts with the threat assessment infrastructure that evaluates what gets reported. It starts with the physical security layer that holds the line while law enforcement responds.

It starts with prevention. And it ends three documented times with everyone going home.

The Three Pillars Explained Simply

PILLAR ONE

Prevention The Primary Discipline

Prevention is not a poster on the wall. It is not a one-time training event. It is a culture built deliberately, maintained consistently, and activated the moment a warning sign appears.

What does prevention look like in practice? It looks like an employee who notices a coworker making comments about wanting to hurt people and who feels safe enough to report it because the organization has built a reporting culture that protects them. It looks like an anonymous tip line that captures what the employee knows. It looks like a threat assessment team that evaluates the report, takes it seriously, and coordinates with law enforcement before anything escalates.

It looks like stopping the problem before it becomes an event.

PILLAR TWO

Response The Backup Plan

Response is where Run. Hide. Fight. belongs not as your primary strategy, but as your last resort when prevention work was not in place or did not reach the right person in time.

When the PRO Model™ is fully implemented, response is sharper because the physical infrastructure is already in place. Access control keeps threats outside. Camera systems track movement. Computer vision provides real-time intelligence. Safety glass film buys critical seconds. Law enforcement arrives with information rather than uncertainty.

Response without prevention is hope. Response with prevention is a system.

PILLAR THREE

Options Your Specific Solution

No hospital in Dallas has the same vulnerabilities as a corporate campus in Denver. No school in Sacramento faces the same risks as a manufacturing plant in Ohio. The Options pillar exists because cookie-cutter training fails real organizations.

Every ASPP engagement begins with an assessment a site walkthrough, a vulnerability review, a conversation with leadership about what they have and what they need. From that assessment comes a tailored prevention plan that fits your facility, your people, your budget, and your risk profile.

Options means you never pay for what you do not need. And you never go without what you do.

The Four-Layer Physical Solution

Prevention culture stops most threats before they materialize. But the PRO Model™ also recognizes that physical infrastructure is the fail-safe barrier between a person who slips through the warning system and the people inside your building.

The four-layer physical solution integrated into the PRO Model™ was in place at all three organizations where documented saves occurred. It is not theoretical. It is proven.

01

Access Control

Controls who enters, when, and where. The first line of physical prevention. Powered by IMRON Corporation.

02

Cameras

Real-time visual monitoring that documents, deters, and informs response. Powered by Axis Communications.

03

Computer Vision

AI-powered threat detection that identifies weapons before shots are fired. Powered by Scylla AI and Davista.

04

Safety Glass Film

Hardens entry points, delays forced entry, and buys the seconds that save lives. Powered by FutureVu Brands.

Three Documented Saves This Is Not a Framework. It Is Proof.

Every training company in this space sells hope. The Active Shooter Prevention Project, LLC has documented proof.

Documented Save #1 — Manufacturing Facility

Following PRO Model™ training, a domestic threat arrived at a manufacturing facility armed with grenades and a firearm. The employees did exactly what the training prepared them to do — locked the doors, activated access control, monitored the threat on cameras, kept the individual outside the building, and called law enforcement. The police made the arrest. No one was harmed. The training worked in real time exactly as designed. Documented save.

Documented Save #2 — Corporate Target — Planned Attack Interdicted

A felon believed his wife, an employee at a company actively being trained under the PRO Model™, had been involved with the company president. He planned a full active shooter attack — drew maps, created plans, cased the facility for two weeks, and was waiting for the ASPP training program to conclude before executing. Because the PRO Model™ had built a culture of anonymous reporting and psychological safety, an employee with critical knowledge who had been afraid to come forward finally felt safe enough to report what she knew. Law enforcement was notified, conducted the interdiction, and found everything: the maps, the plans, and the surveillance documentation. The suspect is in prison. The entire company was saved. Documented save.

Documented Save #3 — Major Service Company — Kill List Intercepted

An individual made a direct threat to shoot employees at a major service company and had a kill list. Nobody believed them. Because the PRO Model™ had created a reporting culture and the employees understood how and why to use the anonymous reporting system, the threat was reported to law enforcement. The four-layer physical solution already in place, access control, cameras, computer vision, and safety glass film held the line while the interdiction was executed. The suspect was stopped. Everyone went home. Documented save.

“Three threats. Three interdictions. Three times the PRO Model™ worked exactly as designed. That is not a case study. That is a standard.”

What the PRO Model™ Looks Like for Your Organization

Whether you are an HR director trying to comply with California’s Senate Bill 553, a hospital security chief facing Colorado’s 2026 violence prevention mandate, a corporate CEO who just read about a workplace shooting and picked up the phone, or a school superintendent who needs something better than a drill, the PRO Model™ has a format designed for you.

The 45-Minute Awareness Seminar

The Site Assessment and Walkthrough

A physical review of your facility against the four-layer solution framework. Identifies vulnerabilities, prioritizes improvements, and delivers a tailored prevention roadmap specific to your building, your people, and your risk profile. This is where the Options pillar comes to life.

The LMS Video Module Package

Filmed, branded, scalable training content for corporate deployment. Train every employee at every location on the PRO Model™ framework consistently, compliantly, and on demand. Built for California SB 553 annual training requirements and every other state mandate that follows.

The Train the Trainer License

Bring the PRO Model™ inside your organization permanently. Certified trainers carry the national standard into your teams and keep prevention culture alive year after year. The most cost-effective long-term prevention investment available anywhere.

Why This Is the National Standard

The PRO Model™ was not adopted by the Department of Justice because it was well-marketed. It was adopted because it works. Because it is evidence-based. Because it addresses the gap that every other framework ignores, the months before the event, when prevention was still possible.

For 70 years, not a single child has died in a school fire in America. Not because we got lucky. Because we built a standard inspection, drills, sprinklers, marshals, anonymous reporting, and community responsibility. We made fire prevention a culture, and we never looked back.

The PRO Model™ Is to Active Shooter Violence
What the Fire Code Is to School Fires

Fire Prevention Standard

Fire code · Inspections · Sprinklers · Drills · Marshals · Anonymous reporting · Community responsibility · Zero child fire deaths in 70 years

PRO Model™ Prevention Standard

PRO Model™ · Assessments · Physical layers · Training · Threat assessment teams · Anonymous reporting · Community responsibility · Three documented saves

That is what the PRO Model™ does for active shooter violence. It builds the culture. It standardizes the framework. It licenses the standard. It trains the trainers. It deploys the technology. And it gives organizations the documented proof that prevention works — not as a theory but as a track record.

Three saves. Three groups of people who went home. The standard is ready. The network is built. The destination is #NEVERHERE™.
