The United States Navy entrusted Kathleen Griggs with program management before she founded Databuoy Corporation, where her Shotpoint® gunfire localization system came out of three decades moving difficult technology from concept into the field. Engineers who have carried a federal program all the way to delivery build differently, because they have been accountable for what happens after the demonstration ends. ASPP™ was founded by Chris Grollnek, an active shooter expert whose P.R.O. Model™ the Department of Justice selected as “A” national standard and which is in use at some installations and commands across the Department of Defense.

Kathleen Griggs

Gunshot Detection Technology

Ms. Griggs is a seasoned engineer, entrepreneur, and former Navy program manager with more than three decades of experience driving innovative technology from concept to deployment. As the founder and chief executive of Databuoy Corporation, now part of Ubicquia, she has spearheaded groundbreaking advancements in defense, public safety, and sensor technology, most notably the award-winning Shotpoint® gunfire localization system. Her career reflects a rare blend of technical expertise, visionary leadership, and a passion for developing solutions that enhance safety and transform operations. Ubicquia acquired Databuoy in September 2026, and Shotpoint® is now part of Ubicquia’s UbiShield Public Safety platform. Kathleen serves as Vice President, Technical Programs at Ubicquia.

Kathleen’s Executive Bio and Experience

Ms. Griggs is an engineer and entrepreneur with over 30 years of experience in managing technology development efforts from concept to fielding.

Ms. Griggs is a former Navy program manager. She managed multiple, impactful efforts under the Defense Advanced Research Projects Agency’s Warfighter Visualization, Smart Modules, Head-Mounted Displays, and Distributed Robotics programs. Under her Warfighter Visualization program, she developed and fielded a real-time video geo-spatial registration technology that integrated with sensor video from the Predator UAV and prompted a paradigm shift in air targeting operations. Her other program accomplishments include untethered augmented reality systems, video geo-registration, wearable computers, and throwbots.

She founded Databuoy Corporation in 2006 to follow her passion for creating new technologies. Databuoy successfully performed work for the Department of Defense for the research, development and rapid fielding of embedded sensor networks and tactical command and control software. The early stages of the Shotpoint® acoustic gunfire localization system development came under these defense research programs.
In 2016, Databuoy pivoted to bring Shotpoint® into the public safety sector. Shotpoint has now been gaining momentum as the most capable, reliable, and accurate gunfire localization system on the market and has been successfully deployed in buildings and outdoors in major US cities. The Shotpoint system has been awarded U.S. Department of Homeland Security SAFETY Act Designation for Indoor, Outdoor and Vertical Shooter detection and localization. Databuoy has just launched a mobile panic button to the suite of product offerings.

Ms. Griggs is a proven leader in the technology space that merges human factors and sensors that augment our daily lives.

Ms. Griggs holds multiple patents in the areas of sensor networking, acoustic localization and tactical surveillance.

Chris, I’m the FBI’s program manager for active shooter situations and on the White House working group seeking ways to prevent gun violence. I wanted to drop a note and let you know that I thought the DOJ video was well done. You address many points that we have been stressing.

I worked with Chris on a case covering several months and found him to be most diligent in handling the requirements of the project from inception to completion. He was always quick to respond to requests for information and assistance and his work product was invaluable to the successful outcome of the case. Chris is very goal oriented and was flexible to employ the necessary tactics and strategies to achieve the goals we had set for the project.

Chris, thanks so much for those kind words. I know my staff is very grateful for your insights and advice on keeping PCM a little safer. I can see God has given you a real calling in this area, and I encourage you to keep at it. At the end of your career, when you are looking back at everything, knowing you did what God called you to do will be worth more than you know. Take this advice from someone on that side of the river! Many blessings to you and safe travels!

I first met Chris Grollnek after the Pulse Nightclub massacre. He’s extremely knowledgeable about best practices regarding active shooters. Chris took great pains to explain law enforcement’s failures when responding to Pulse. He doesn’t talk down to ordinary citizens. Rather, he converses in a manner the layperson can comprehend. I’m very grateful for my professional relationship with Chris Grollnek.

Thank you for presenting at the People’s City Mission on December 10th. Your presentation was greatly appreciated, and I have already shared some of the valuable information you provided with my organization. Your storytelling approach was engaging, although it would have been helpful to know more about the audience’s background and why we were all there. It’s a shame more people couldn’t attend, as your message deserves to be heard by a wider audience. Best of luck in your mission to raise awareness and put an end to these events.
