What we delivered

On 11 March 2026 we delivered a keynote address, a full training program, and a Program of Instruction to the Defense Nuclear Facilities Safety Board at its headquarters.

The DNFSB is an independent federal agency created by Congress in 1988. It oversees public health and safety at the Department of Energy’s defense nuclear facilities. Its seal carries the motto Salus Atque Securitas: safety and security.

The engagement had three parts.

A keynote to the Board and its staff.

A training program for DNFSB inspectors, who joined by video from their duty stations across the country.

A Program of Instruction, delivered to the agency so it can build out its own security program and run it without us.

Why the third part is the one that matters

Most security engagements end when the speaker leaves. The agency keeps a slide deck and a memory.

A Program of Instruction is different. It is the curriculum itself, transferred, so the organization can teach its own people on its own schedule for as long as it needs to. It survives turnover. It survives us.

That is the difference between hiring prevention and owning it.

Why a nuclear safety agency asked about active shooter prevention

Every organization that takes safety seriously arrives at the same question eventually. Not how fast can we respond, but what did we miss before anyone had to respond at all.

The people who inspect defense nuclear facilities already think this way. They work in controls, failure modes, and the conditions that precede an event. Prevention is the same discipline pointed at human behavior.

Response training is a partner, not a plan. A facility that measures itself only by reaction time has already accepted the incident.

The framework

The P.R.O. Model™ is A national standard selected by the Department of Justice for 2022 to 2025, and again for 2026 to 2030. Prevention. Response. Options. In that order.

It was built for exactly this kind of environment: high consequence, heavily regulated, and staffed by people who are already fluent in risk.

Prevention does not discriminate by sector. The behavior that precedes an attack on a school looks like the behavior that precedes an attack on a federal facility. What changes is the consequence of missing it.

Destination #NEVERHERE™ is the goal. The P.R.O. Model™ is how we get there.
